Framing Katrina

Hurricane Katrina exposed far more than rank incompetence and negligence by Bush administration officials. It showed Americans, in full force, the intellectual bankruptcy of modern conservatism.
With millions of Americans displaced in the hurricane's aftermath, and thousands needlessly injured or dead, the nation witnessed the pillars of modern conservative ideology -- less government, lower taxes, a strong defense -- crumble. Conservatives have lectured Americans for three decades about the evils of government and the need for a stronger nation. Turns out, the biggest threat to America's future and security is the complete dominance of government by a conservative ideology incapable of understanding and addressing our greatest needs.
Whoever succeeds in framing Katrina will have enormous power to shape America's future. Progressives started out with the framing advantage, because empathy, responsibility, and fairness are what progressives are about. Conservatives started out with a big disadvantage, because they promised to protect us and they failed.
But the conservatives filled the framing gap so quickly and effectively that, if progressives don't respond immediately, conservatives may be able to parlay this disaster into an even greater power grab than they made out of September 11.
Here's where the Katrina framing war stands. Conservatives understand full well the importance of framing. They are busily framing Katrina to advance their right-wing agenda and expand their power. Their message is simple: The hurricane proves that conservatives were right all along.
• Katrina showed what happens when state and local officials become dependent on the federal government and fail to take responsibility for making security their top priority. Conservative commentators have, additionally, used Katrina as demonstrating the inadequacy of government in general and as providing a rationale for shrinking it further.
• Katrina reveals the dangers of environmental organizations that sue to stop levee-raising projects in order save an obscure species. Katrina proves that we must expand our domestic oil and gas production by opening the Arctic National Wildlife Refuge and eliminating environmental protections.
• Katrina showed that the nation needs capable corporations like Wal-Mart and Halliburton to take responsibility for delivering services, massive cleanups, and large-scale rebuilding. Prevailing wage laws and environmental regulations must be suspended so private companies can do their work.
• Katrina showed the importance of individual responsibility. Those who failed to take individual responsibility to get out suffered greatly or even died. Those who stayed behind to loot or act in otherwise unlawful ways revealed the underbelly of urban liberalism and government welfare.
• Katrina sets our priorities straight: rebuilding homes and businesses rather than spending on government entitlement programs like the Medicare drug benefit, Medicaid, the Centers for Disease Control, the Corporation for Public Broadcasting, global AIDS funding, and so on.
Katrina's drain on the economy makes tax cuts all the more necessary as a spur to economic growth. Whenever conservatives have their back to the wall, they redouble their efforts and turn disaster -- literally and figuratively -- into ideological and political gain. Right-wing leaders are using this moment as another chance to solidify power by appealing to the general conservative principles that have been developed and disseminated for decades. By contrast, progressives for the most part don't understand deep framing -- framing at the level of values and principles. Progressives are trying to win but they are fighting on the wrong battlefield altogether. They are telling truths -- lots of them, of all kinds. A buckshot load of truths, mostly aimed at Bush:
• Bush lacked leadership.
• Bush was told in advance and didn't respond in time.
• Bush had sent the National Guard to Iraq when its ranks were needed at home.
• Bush loaded the Federal Emergency Management Agency with incompetent political hacks like Michael Brown.
• Bush took money from levee reconstruction and used it for the war and to render tax cuts.
• Bush failed to preserve the wetlands that would have mitigated the storm surge, reversing Clinton policy.
• Bush has refused to address global warming, which contributes to the frequency and severity of hurricanes.
These truths might temporarily tarnish the Bush administration, perhaps making his ratings go down a few points for a while. But without the power of deep frames to hold them together and back them up, these truths will disappear from the public debate and they will fail to advance the broader truth: that Katrina proves the failure of conservatism.
What have we learned that can help progressives frame the discussion going forward?
Government is not the problem. Conservative government is the problem. The Bush administration's actions have only reinforced the need for smart government that protects the public good, not an anti-government ideology that puts private interests above common needs. Relentless budget cuts and misplaced policy priorities left vital government response capabilities uncoordinated, stripped of critical funding, and in the hands of political novices. These were the results of deliberate decisions by our nation's conservative leaders following the failed principle that less government is always better. When America needed its officials to step up to the challenge of a massive disaster, conservative government let us down.
Conservatives claim to be the promoters of a strong defense, but ended up delivering only weakness and uncertainty. For years, conservatives have championed their supposed strength and resolve, but then withered in the face of a calamitous national event. They have failed to protect our nation and prepare it for adversity. Four years after 9-11, the nation's Army is severely overstretched and under-recruited. The nation -- and our National Guard and Reserves who are supposed to help us here at home -- is bogged down in Iraq. Terrorist networks are growing across the globe. Chemical plants remain unguarded. And our newly created Department of Homeland Security can't handle the aftermath of a hurricane. Even leading conservatives are voicing concerns about what would happen to our people if the nation were to suffer a biological or chemical attack in the current security environment. This is not what the country thinks of as a strong defense.
Taking care of the wealthy first does nothing to ensure shared sacrifice and mutual responsibility for America's future. For the first time in history, a wartime president and his allies in Congress have sacrificed the nation's well-being to their ideology by asking nothing from those that have prospered so much from the collective work of all Americans. After cutting taxes for the wealthy after 9-11 and before the war in Iraq, conservatives now have the audacity to claim that Katrina should actually speed up the move to repeal the estate tax for millionaires. The culmination of 30 years of conservative dreams and proposals has produced little more than a destabilized economy racked by corruption and misplaced priorities that favor the needs of the few over the national interest.
To help Americans think about values, progressives must place these truths in the larger context. We must use them to demonstrate the strength of progressive philosophy compared with the failings of conservatism. We must communicate these truths as part of a positive, values-based vision of government and society, not just to prevent another Katrina tragedy but to stop the conservative juggernaut in its tracks and save our nation from the far greater disaster of conservatism itself.
What should progressives say?
The tragedy of Katrina was a matter of values and principles. The heart of progressive values is straightforward and clear: empathy (caring about and for people), responsibility (acting responsibly on that empathy), and fairness (providing opportunities for all and a level playing field from which to start). These values translate into a simple proposition: The common wealth of all Americans should be used for the common good and betterment of all Americans. In short, promoting the common good so that we can all benefit -- and focusing on the public interest rather than narrow individual gain -- is the central role of government. These are not just progressive values. They are America's values.
Katrina shines a light not only on the failure of conservative values but especially on their fundamentally un-American character. Since the days of the colonies, when the commonwealths of Massachusetts and Virginia were formed, Americans have pooled their common wealth for individual aspirations.
Today's right-wing conservative values are just plain un-American in this context. This is a country where people pull together in the face of disaster. They don't just tell one another to sink or swim. Sink-or-swim conservatism is not in the American tradition, or the American heart. Empathy, mutual responsibility, fairness, and community -- all progressive values -- are part of this heritage. As Katrina showed, Americans hold a deep sense of shared fate and want an effective government that represents these values, does its job, and serves the people valiantly. Americans want to act responsibly and contribute. Katrina proved it. Those are the central progressive values. Americans have them.
It is time for progressives at all levels -- from our political leaders and policy-makers to our public intellectuals to our activists to ordinary Americans who care about their country -- to articulate our values, fundamental American values, and repeat them proudly and consistently. The truth is that conservative values have failed America and are threatening the well-being of our nation. America is, and has always been, a progressive country. We care. We act responsibly. We want a level playing field for all to succeed, and a sense of national community. That is what makes us progressives.
These are the deep truths that need to be told starting now. There can be no delay. Conservatives from the administration to Congress to think tanks to FOX News are busy framing Katrina their way. Once it is framed, it is hard to reframe. Now is the time to speak out.

Press expresses dismay at Katrina chaos
Newspapers around the world see Hurricane Katrina's chaotic aftermath as a defining moment for the presidency of George W Bush. While there is clear sympathy for the disaster's victims, many commentators place the blame for the delayed rescue effort squarely on Mr Bush's administration.
Mexico's El Universal:
The slowness with which the USA's federal emergency services have joined the rescue operation has already generated great political tension... There is no doubt that the lack of well-timed responses to assist the population will have political costs for President Bush's Republican Party in the next federal elections.
Colombia's El Colombiano:
It is now urgent that the world's leaders take heed of nature's warning, look at the evidence and realise that the climate, on a global scale, is changing. This is already known from scientific reports, but they continue to ignore it, to play it down, or not to care about it.

My first reaction when television images of the survivors of Hurricane Katrina in New Orleans came through the channels was that the producers must be showing the wrong clip. A Failure of Leadership

"Bush to New Orleans: Drop Dead"
Neither the death of the chief justice nor the frantic efforts of panicked White House political advisers can conceal the magnitude of the president's failure of leadership last week. The catastrophe in New Orleans billowed up like the howling winds of hell and was carried live and in color on television screens across the U.S. and around the world.
The Big Easy had turned into the Big Hurt, and the colossal failure of George W. Bush to intervene powerfully and immediately to rescue tens of thousands of American citizens who were suffering horribly and dying in agony was there for all the world to see.
Hospitals with deathly ill patients were left without power, with ventilators that didn't work, with floodwaters rising on the lower floors and with corpses rotting in the corridors and stairwells. People unable to breathe on their own, or with cancer or heart disease or kidney failure, slipped into comas and sank into their final sleep in front of helpless doctors and relatives. These were Americans in desperate trouble.
The president didn't seem to notice.
Death and the stink of decay were all over the city. Corpses were propped up in wheelchairs and on lawn furniture, or left to decompose on sunbaked sidewalks. Some floated by in water fouled by human feces.
Degenerates roamed the city, shooting at rescue workers, beating and robbing distraught residents and tourists, raping women and girls. The president of the richest, most powerful country in the history of the world didn't seem to notice.
Viewers could watch diabetics go into insulin shock on national television, and you could see babies with the pale, vacant look of hunger that we're more used to seeing in dispatches from the third world. You could see their mothers, dirty and hungry themselves, weeping.
Old, critically ill people were left to soil themselves and in some cases die like stray animals on the floor of an airport triage center. For days the president of the United States didn't seem to notice.
He would have noticed if the majority of these stricken folks had been white and prosperous. But they weren't. Most were black and poor, and thus, to the George W. Bush administration, still invisible.
After days of withering criticism from white and black Americans, from conservatives as well as liberals, from Republicans and Democrats, the president finally felt compelled to act, however feebly. (The chorus of criticism from nearly all quarters demanding that the president do something tells me that the nation as a whole is so much better than this administration.)
Mr. Bush flew south on Friday and proved (as if more proof were needed) that he didn't get it. Instead of urgently focusing on the people who were stranded, hungry, sick and dying, he engaged in small talk, reminiscing at one point about the days when he used to party in New Orleans, and mentioning that Trent Lott had lost one of his houses but that it would be replaced with "a fantastic house - and I'm looking forward to sitting on the porch."
Mr. Bush's performance last week will rank as one of the worst ever by a president during a dire national emergency. What we witnessed, as clearly as the overwhelming agony of the city of New Orleans, was the dangerous incompetence and the staggering indifference to human suffering of the president and his administration.
And it is this incompetence and indifference to suffering (yes, the carnage continues to mount in Iraq) that makes it so hard to be optimistic about the prospects for the United States over the next few years. At a time when effective, innovative leadership is desperately needed to cope with matters of war and peace, terrorism and domestic security, the economic imperatives of globalization and the rising competition for oil, the United States is being led by a man who seems oblivious to the reality of his awesome responsibilities.
Like a boy being prepped for a second crack at a failed exam, Mr. Bush has been meeting with his handlers to see what steps can be taken to minimize the political fallout from this latest demonstration of his ineptitude. But this is not about politics. It's about competence. And when the president is so obviously clueless about matters so obviously important, it means that the rest of us, like the people left stranded in New Orleans, are in deep, deep trouble.

A Flood of Bad Policies

Like many of you who love New Orleans, I find myself taking short mental walks there today, turning a familiar corner, glimpsing a favorite scene, square or vista. And worrying about the beloved friends and the city, and how they are now.
To use a fine Southern word, it's tacky to start playing the blame game before the dead are even counted. It is not too soon, however, to make a point that needs to be hammered home again and again, and that is that government policies have real consequences in people's lives. This is not "just politics" or blaming for political advantage. This is about the real consequences of what governments do and do not do about their responsibilities. And about who winds up paying the price for those policies.
This is a column for everyone in the path of Hurricane Katrina who ever said, "I'm sorry, I'm just not interested in politics," or, "There's nothing I can do about it," or, "Eh, they're all crooks anyway." Nothing to do with me, nothing to do with my life, nothing I can do about any of it. Look around you this morning. I suppose the NRA would argue, "Government policies don't kill people, hurricanes kill people."
Actually, hurricanes plus government policies kill people. One of the main reasons New Orleans is so vulnerable to hurricanes is the gradual disappearance of the wetlands on the Gulf Coast that once stood as a natural buffer between the city and storms coming in from the water. The disappearance of those wetlands does not have the name of a political party or a particular administration attached to it. No one wants to play, "The Democrats did it," or, "It's all Reagan's fault."
Many environmentalists will tell you more than a century's interference with the natural flow of the Mississippi is the root cause of the problem, cutting off the movement of alluvial soil to the river's great delta. But in addition to long-range consequences of long-term policies like letting the Corps of Engineers try to build a better river than God, there are real short-term consequences, as well.
It is a fact that the Clinton administration set some tough policies on wetlands, and it is a fact that the Bush administration repealed those policies -- ordering federal agencies to stop protecting as many as 20 million acres of wetlands. Last year, four environmental groups cooperated on a joint report showing the Bush administration's policies had allowed developers to drain thousands of acres of wetlands.
Does this mean we should blame Bush for the fact that New Orleans is underwater? No, but it means we can blame Bush when a Class 3 or Class 2 hurricane puts New Orleans underwater.
At this point, it is a matter of making a bad situation worse, of failing to observe the First Rule of Holes (when you're in one, stop digging). Had a storm the size of Katrina just had the grace to hold off for a while, it's quite likely no one would even remember what the Bush administration did two months ago.
The national press corps has the attention span of a gnat, and trying to get anyone in Washington to remember longer than a year ago is like asking them what happened in Iznik, Turkey, in A.D. 325. Just plain political bad luck that, in June, Bush took his little ax and chopped $71.2 million from the budget of the New Orleans Corps of Engineers, a 44 percent reduction.
As was reported in New Orleans CityBusiness at the time, that meant "major hurricane and flood projects will not be awarded to local engineering firms. Also, a study to determine ways to protect the region from a Category 5 hurricane has been shelved for now."
The commander of the Corps' New Orleans district also immediately instituted a hiring freeze and cancelled the annual Corps picnic. Our friends at the Center for American Progress note the Office of Technology Assessment used to produce forward-thinking plans such as "Floods: A National Policy Concern" and "A Framework for Flood Hazards Management." Unfortunately, the office was targeted by Newt Gingrich and the Republican right, and gutted years ago.
In fact, there is now a government-wide movement away from basing policy on science, expertise and professionalism, and in favor of choices based on ideology. If you're wondering what the ideological position on flood management might be, look at the pictures of New Orleans -- it seems to consist of gutting the programs that do anything.
Unfortunately, the war in Iraq is directly related to the devastation left by the hurricane. About 35 percent of Louisiana's National Guard is now serving in Iraq, where four out of every 10 soldiers are guardsmen. Recruiting for the Guard is also down significantly because people are afraid of being sent to Iraq if they join, leaving the Guard even more short-handed.
The Louisiana National Guard also notes that dozens of its high-water vehicles, humvees, refuelers and generators have also been sent abroad. (I hate to be picky, but why do they need high-water vehicles in Iraq?) This, in turn, goes back to the original policy decision to go into Iraq without enough soldiers and the subsequent failure to admit that mistake and to rectify it by instituting a draft.
The levees of New Orleans, two of which are now broken and flooding the city, were also victims of Iraq war spending. Walter Maestri, emergency management chief for Jefferson Parish, said on June 8, 2004, "It appears that the money has been moved in the president's budget to handle homeland security and the war in Iraq."
This, friends, is why we need to pay attention to government policies, not political personalities, and to know whereon we vote. It is about our lives.

What's Bush Got To Do With It?

Don't say that a hurricane destroyed New Orleans. Hurricanes don't drown cities. It was a "perfect storm" of a different kind which put that great city underwater: Bush-era neglect of our national infrastructure, combined with runaway global warming and a deep contempt for poor African-Americans.
The result: catastrophe. The flooding was not a result of heavy rains. It is a result of a weak levee -- one that was in mid-repair when the storm hit. And that levee, which has held back floodwaters for time beyond memory, collapsed for one simple reason: Bush refused to fix it last summer, when local officials were begging him to do so. Instead, he diverted those funds to the war effort.
In other words, the dollars that could have saved New Orleans were used to wage war in Iraq, instead. What's worse: funds that might have spared the poor in New Orleans (had the dollars been properly invested in levees and modern pumping stations), were instead passed out to the rich, willy-nilly -- as tax breaks.
With those two simple steps, Bush squandered the hard-won Clinton-era surplus. He left the national piggybank empty for fixing and maintaining basic U.S. infrastructure. (And what was Clinton doing next to the president, giving him cover at a time like this?)
Had the levee repairs been completed in a timely manner (two years ago), Katrina would have hit hard, destroyed buildings and probably taken some lives. But it would not have cracked open the floodwalls and submerged an entire city. It took Bush's criminal neglect of his domestic duties to produce that outcome.
But that is only one area of Bush's culpability. Ross Gelbspan says: "Katrina began as a relatively small hurricane that glanced off south Florida, [but] it was supercharged with extraordinary intensity by the relatively blistering sea surface temperatures in the Gulf of Mexico."
In other words, global warming likely super-charged this hurricane. Yet Bush's energy policies amount to an ongoing conspiracy to add even more carbon to the atmosphere, further destabilizing the climate. Get ready for even worse storms next year, and the next. And the next.
And the human suffering was not -- and will not be -- equally distributed.
Poor people and black people didn't "choose to stay behind." They were left behind. All evacuation plans required the city's residents to have working, private cars -- plus gas money, nearby relatives or funds for a hotel stay. And if you didn't have all those things, tough luck.
Had the responsible agencies valued the lives of the poor, they would have helped the destitute flee in the face of the hurricane -- even those who couldn't afford a car or a motel room. But when the face of suffering is black, somehow our high standards for effective action and compassion begin to sag.
Of course, seeing this, Bush could have taken a strong stand for the poor and the suffering. But his half-hearted, emotionally flat statement on Wednesday did little to rally the nation. It seems that, as long as "the terrorists" didn't do it, Bush just can't get himself too worked up about Americans dying by the hundreds.
So tonight Americans are dying in the flooded streets of New Orleans like flies. Many of the men and women in uniform who could help rescue them and restore order are nowhere to be found. Instead of helping their grandparents and aiding their neighbors in this time of crisis, Louisiana and Mississippi guardsmen are half a world away, fighting for a lie.
We are witnessing a monumental leadership failure in the Bush White House, on top of five years of foolish policies that set the city of New Orleans up for this disaster in the first place. We must not be afraid to speak that truth. Some will say that this is no time for playing the "blame game." No time for engaging in "divisive politics."
Pardon me. To the contrary: this is exactly the time to draw a clear line of distinction between those of us who have always fought to invest in this country -- and those who happily squandered the national treasure on giveaways and imperial adventures. Between those of us who have long fought to protect the most vulnerable among us, and those who have worked feverishly to undo those protections.
This is no time for progressives to be hemmed in by some false "unity" with a President whose policies are largely to blame for this disaster. Too much is at stake, going forward.
In the short term, we must exert maximum pressure on the federal government to pull out all stops to rescue people and re-establish peace and good order. And in the weeks to come, we must demand an immediate repeal of the tax cuts -- to enable a massive investment for rebuilding New Orleans and repairing the nation's crumbling infrastructure. Also, any Louisiana and Mississippi guardsmen who want to return home from Iraq to aid their statesmen should be allowed to do so.
The truth is that the poor people of Louisiana were deliberately left behind -- and not just over the weekend. Our political leaders as a class -- and George W. Bush, in particular -- left them behind a long time ago.
In the aftermath of this wholly avoidable catastrophe, let us do all we can to rescue those who have been abandoned. And then let us rescue the U.S. government from those who engineered that abandonment. And let us recognize our sacred duty in completing both acts.

Katrina comes home to roost - Bush is to Blame for the scale of the disaster

Biblical in its uncontrolled rage and scope, Hurricane Katrina has left millions of Americans to scavenge for food and shelter and hundreds to thousands reportedly dead. With its main levee broken, the evacuated city of New Orleans has become part of the Gulf of Mexico. But the damage wrought by the hurricane may not entirely be the result of an act of nature.
A year ago the U.S. Army Corps of Engineers proposed to study how New Orleans could be protected from a catastrophic hurricane, but the Bush administration ordered that the research not be undertaken. After a flood killed six people in 1995, Congress created the Southeast Louisiana Urban Flood Control Project, in which the Corps of Engineers strengthened and renovated levees and pumping stations. In early 2001, the Federal Emergency Management Agency issued a report stating that a hurricane striking New Orleans was one of the three most likely disasters in the U.S., including a terrorist attack on New York City. But by 2003 the federal funding for the flood control project essentially dried up as it was drained into the Iraq war. In 2004, the Bush administration cut funding requested by the New Orleans district of the U.S. Army Corps of Engineers for holding back the waters of Lake Pontchartrain by more than 80 percent. Additional cuts at the beginning of this year (for a total reduction in funding of 44.2 percent since 2001) forced the New Orleans district of the Corps to impose a hiring freeze. The Senate had debated adding funds for fixing New Orleans' levees, but it was too late.
The New Orleans Times-Picayune, which before the hurricane published a series on the federal funding problem, and whose presses are now underwater, reported online: "No one can say they didn't see it coming … Now in the wake of one of the worst storms ever, serious questions are being asked about the lack of preparation."
The Bush administration's policy of turning over wetlands to developers almost certainly also contributed to the heightened level of the storm surge. In 1990, a federal task force began restoring lost wetlands surrounding New Orleans. Every two miles of wetland between the Crescent City and the Gulf reduces a surge by half a foot. Bush had promised "no net loss" of wetlands, a policy launched by his father's administration and bolstered by President Clinton. But he reversed his approach in 2003, unleashing the developers. The Army Corps of Engineers and the Environmental Protection Agency then announced they could no longer protect wetlands unless they were somehow related to interstate commerce.
In response to this potential crisis, four leading environmental groups conducted a joint expert study, concluding in 2004 that without wetlands protection New Orleans could be devastated by an ordinary, much less a Category 4 or 5, hurricane. "There's no way to describe how mindless a policy that is when it comes to wetlands protection," said one of the report's authors. The chairman of the White House's Council on Environmental Quality dismissed the study as "highly questionable," and boasted, "Everybody loves what we're doing."
"My administration's climate change policy will be science based," President Bush declared in June 2001. But in 2002, when the Environmental Protection Agency submitted a study on global warming to the United Nations reflecting its expert research, Bush derided it as "a report put out by a bureaucracy," and excised the climate change assessment from the agency's annual report. The next year, when the EPA issued its first comprehensive "Report on the Environment," stating, "Climate change has global consequences for human health and the environment," the White House simply demanded removal of the line and all similar conclusions. At the G-8 meeting in Scotland this year, Bush successfully stymied any common action on global warming. Scientists, meanwhile, have continued to accumulate impressive data on the rising temperature of the oceans, which has produced more severe hurricanes.
In February 2004, 60 of the nation's leading scientists, including 20 Nobel laureates, warned in a statement, "Restoring Scientific Integrity in Policymaking": "Successful application of science has played a large part in the policies that have made the United States of America the world's most powerful nation and its citizens increasingly prosperous and healthy ... Indeed, this principle has long been adhered to by presidents and administrations of both parties in forming and implementing policies. The administration of George W. Bush has, however, disregarded this principle ... The distortion of scientific knowledge for partisan political ends must cease." Bush completely ignored this statement.
In the two weeks preceding the storm in the Gulf, the trumping of science by ideology and expertise by special interests accelerated. The Federal Drug Administration announced that it was postponing sale of the morning-after contraceptive pill, despite overwhelming scientific evidence of its safety and its approval by the FDA's scientific advisory board. The United Nations special envoy for HIV/AIDS in Africa accused the Bush administration of responsibility for a condom shortage in Uganda -- the result of the administration's evangelical Christian agenda of "abstinence." When the chief of the Bureau of Justice Statistics in the Justice Department was ordered by the White House to delete its study that African-Americans and other minorities are subject to racial profiling in police traffic stops and he refused to buckle under, he was forced out of his job. When the Army Corps of Engineers' chief contracting oversight analyst objected to a $7 billion no-bid contract awarded for work in Iraq to Halliburton (the firm at which Vice President Cheney was formerly CEO), she was demoted despite her superior professional ratings. At the National Park Service, a former Cheney aide, a political appointee lacking professional background, drew up a plan to overturn past environmental practices and prohibit any mention of evolution while allowing sale of religious materials through the Park Service.
On the day the levees burst in New Orleans, Bush delivered a speech in California comparing the Iraq war to World War II and himself to Franklin D. Roosevelt: "And he knew that the best way to bring peace and stability to the region was by bringing freedom to Japan." Bush had boarded his very own "Streetcar Named Desire."

Why the Levee Broke

Even though Hurricane Katrina has moved well north of the city, the waters continued to rise in New Orleans on Wednesday. That's because Lake Pontchartrain continues to pour through a two-block-long break in the main levee, near the city's 17th Street Canal. With much of the Crescent City some 10 feet below sea level, the rising tide may not stop until until it's level with the massive lake.
There have been numerous reports of bodies floating in the poorest neighborhoods of this poverty-plagued city, but the truth is that the death toll may not be known for days, because the conditions continue to frustrate rescue efforts.
New Orleans had long known it was highly vulnerable to flooding and a direct hit from a hurricane. In fact, the federal government has been working with state and local officials in the region since the late 1960s on major hurricane and flood relief efforts. When flooding from a massive rainstorm in May 1995 killed six people, Congress authorized the Southeast Louisiana Urban Flood Control Project, or SELA.
Over the next 10 years, the Army Corps of Engineers, tasked with carrying out SELA, spent $430 million on shoring up levees and building pumping stations, with $50 million in local aid. But at least $250 million in crucial projects remained, even as hurricane activity in the Atlantic Basin increased dramatically and the levees surrounding New Orleans continued to subside.
Yet after 2003, the flow of federal dollars toward SELA dropped to a trickle. The Corps never tried to hide the fact that the spending pressures of the war in Iraq, as well as homeland security -- coming at the same time as federal tax cuts -- was the reason for the strain. At least nine articles in the Times-Picayune from 2004 and 2005 specifically cite the cost of Iraq as a reason for the lack of hurricane- and flood-control dollars.
Newhouse News Service, in an article posted late Tuesday night at The Times-Picayune Web site, reported: "No one can say they didn't see it coming. ... Now in the wake of one of the worst storms ever, serious questions are being asked about the lack of preparation."
In early 2004, as the cost of the conflict in Iraq soared, President Bush proposed spending less than 20 percent of what the Corps said was needed for Lake Pontchartrain, according to this Feb. 16, 2004, article, in New Orleans CityBusiness:
The $750 million Lake Pontchartrain and Vicinity Hurricane Protection project is another major Corps project, which remains about 20% incomplete due to lack of funds, said Al Naomi, project manager. That project consists of building up levees and protection for pumping stations on the east bank of the Mississippi River in Orleans, St. Bernard, St. Charles and Jefferson parishes.
The Lake Pontchartrain project is slated to receive $3.9 million in the president's 2005 budget. Naomi said about $20 million is needed.
"The longer we wait without funding, the more we sink," he said. "I've got at least six levee construction contracts that need to be done to raise the levee protection back to where it should be (because of settling). Right now I owe my contractors about $5 million. And we're going to have to pay them interest."
On June 8, 2004, Walter Maestri, emergency management chief for Jefferson Parish, Louisiana, told the Times-Picayune: "It appears that the money has been moved in the president's budget to handle homeland security and the war in Iraq, and I suppose that's the price we pay. Nobody locally is happy that the levees can't be finished, and we are doing everything we can to make the case that this is a security issue for us."
That June, with the 2004 hurricane seasion starting, the Corps' Naomi went before a local agency, the East Jefferson Levee Authority, and essentially begged for $2 million for urgent work that Washington was now unable to pay for. From the June 18, 2004 Times-Picayune:
"The system is in great shape, but the levees are sinking. Everything is sinking, and if we don't get the money fast enough to raise them, then we can't stay ahead of the settlement," he said. "The problem that we have isn't that the levee is low, but that the federal funds have dried up so that we can't raise them."
The panel authorized that money, and on July 1, 2004, it had to pony up another $250,000 when it learned that stretches of the levee in Metairie had sunk by four feet. The agency had to pay for the work with higher property taxes. The levee board noted in October 2004 that the feds were also now not paying for a hoped-for $15 million project to better shore up the banks of Lake Pontchartrain.
The 2004 hurricane season was the worst in decades. In spite of that, the federal government came back this spring with the steepest reduction in hurricane- and flood-control funding for New Orleans in history. Because of the proposed cuts, the Corps office there imposed a hiring freeze. Officials said that money targeted for the SELA project -- $10.4 million, down from $36.5 million -- was not enough to start any new jobs. According to New Orleans CityBusiness this June 5:
The district has identified $35 million in projects to build and improve levees, floodwalls and pumping stations in St. Bernard, Orleans, Jefferson and St. Charles parishes. Those projects are included in a Corps line item called Lake Pontchartrain, where funding is scheduled to be cut from $5.7 million this year to $2.9 million in 2006. Naomi said it's enough to pay salaries but little else.
"We'll do some design work. We'll design the contracts and get them ready to go if we get the money. But we don't have the money to put the work in the field, and that's the problem," Naomi said.
There was, at the same time, a growing recognition that more research was needed to see what New Orleans must do to protect itself from a Category 4 or 5 hurricane. But once again, the money was not there. As the Times-Picayune reported last Sept. 22:
That second study would take about four years to complete and would cost about $4 million, said Army Corps of Engineers project manager Al Naomi. About $300,000 in federal money was proposed for the 2005 fiscal-year budget, and the state had agreed to match that amount.
But the cost of the Iraq war forced the Bush administration to order the New Orleans district office not to begin any new studies, and the 2005 budget no longer includes the needed money, he said.
The Senate was seeking to restore some of the SELA funding cuts for 2006. But now it's too late. One project that a contractor had been racing to finish this summer was a bridge and levee job right at the 17th Street Canal, site of the main breach on Monday. The levee failure appears to be causing a human tragedy of epic proportions: "We probably have 80 percent of our city under water; with some sections of our city the water is as deep as 20 feet. Both airports are underwater," Mayor Ray Nagin told a radio interviewer.
The Newhouse News Service article published Tuesday night observed, "The Louisiana congressional delegation urged Congress earlier this year to dedicate a stream of federal money to Louisiana's coast, only to be opposed by the White House. ... In its budget, the Bush administration proposed a significant reduction in funding for southeast Louisiana's chief hurricane protection project. Bush proposed $10.4 million, a sixth of what local officials say they need."
Washington knew that this day could come at any time, and it knew the things that needed to be done to protect the citizens of New Orleans. But in the tradition of the riverboat gambler, the Bush administration decided to roll the dice on its fool's errand in Iraq, and on a tax cut that mainly benefitted the rich. Now Bush has lost that gamble, big time.
The president told us that we needed to fight in Iraq to save lives here at home. Yet -- after moving billions of domestic dollars to the Persian Gulf -- there are bodies floating through the streets of Louisiana. What does George W. Bush have to say for himself now?

Monument to a Rotten System

There is nothing "unnatural" about the disaster of New Orleans. When politicians smirk at global warming, when developers look at our wetlands and dream of mini-malls, when billions are flushed in the name of war and tax cuts, when issues of poverty and racism don't even register in presidential debates, all it takes is wind, albeit 145 mph wind, to expose a sturdy superpower as a house of cards.
Nowhere is this personified more painfully than in a monument to corporate greed that has rapidly become the earth's most damnable homeless shelter: the Louisiana Superdome.
The Superdome is perhaps the most unintentionally appropriate name since Mr. and Mrs. Cheney looked at their newborn son and said, "Dick." It was birthed in 1975 with pomp and bombast, as the largest domed facility in the world. It was also funded entirely on the public dime.
In a case of brutal foreshadowing that would shame a B horror flick, the dome was constructed on an old cemetery for the poor. The burial grounds were dug up and discarded with a promise that the Superdome would the centerpiece of a New Orleans Central Business District that would benefit all. The results are certainly now in plain, ugly view. This past week, 25,000 people, walked through its doors, many for the first time. They entered a stadium where tickets go for $90 a pop, season passes cost $1,300 and luxury boxes can run for as much as $109,000.
The arena boasts of having a capacity that can comfortably seat 72,000 people, with 9,000 tons of air conditioning, and 88 massive restrooms. But for the 25,000 who can't afford the oxygen, there has been no air conditioning and bathrooms without electricity, running water or working toilets. Feces and garbage now pack the upper decks. The traumatized people finally emerging tell of dead bodies on the 50-yard line. One man even committed suicide, throwing himself off the upper deck.
Democratic Governor Kathleen Blanco called the Superdome shelter strategy an "experiment" when asked if it could hold the storm or the flood. Chuck D's line about housing projects comes to mind when he said, "What is a project but another word for experiment?"
Saints' receiver Joe Horn has looked at the place where he has set receiving records and said that football couldn't be farther from his mind. "It's devastating to us. I've cried three or four times. Seeing kids without any food, elderly people dying and the government saying that help is on the way -- that's the most shocking part."
He's right. That is the most shocking part. Leading this carnival of disgrace is Mr. Shock and Awe himself, George W. Bush. Everyday, President Bush doles out comments that signal his removal from any basic notion of humanity. Perhaps the most galling, "The good news is -- and it's hard for some to see it now -- that out of this chaos is going to come a fantastic Gulf Coast, like it was before. Out of the rubbles of Trent Lott's house -- he's lost his entire house -- there's going to be a fantastic house. And I'm looking forward to sitting on the porch."
But happy visions of mint juleps with Trent, while Mamie and Prissy tighten Scarlett's corset, just will not sell. The discussion instead, from right-wing editorial pages in New Hampshire and Mississippi to an vocal, angry, civil rights community, is about the racism, profiteering and vile hypocrisy at the heart of this system.
As Norman Solomon wrote, "The policies are matters of priorities. And the priorities of the Bush White House are clear. For killing in Iraq, they spare no expense. For protecting and sustaining life, the cupboards go bare The problem is not incompetence. It's inhumanity, cruelty and greed."
Frederick Douglass said it even better a century ago in his speech, "What to the Slave is the 4th of July."
"[Y]our national greatness, swelling vanity; your denunciation of tyrants, brass-fronted impudence; your shouts of liberty and equality, hollow mockery; your prayers and hymns, your sermons and thanksgivings, with all your religious parade and solemnity, are, to Him, mere bombast, fraud, deception, impiety, and hypocrisy -- a thin veil to cover up crimes which would disgrace a nation of savages."
I would amend the great Mr. Douglass just to say that we are not at present a nation of savages. The unreal outpouring of both aid and the furious call for answers are not the actions of beasts. But it is now clear that savages rule our lives. The echoing cry from the Gulf Coast is that we deserve better than living under a system that weeps over spilled oil, and rolls its eyes at our spilled blood.

Dear Mr. Bush:
Any idea where all our helicopters are? It's Day 5 of Hurricane Katrina, and thousands remain stranded in New Orleans and need to be airlifted.
Where on earth could you have misplaced all our military choppers? Do you need help finding them? I once lost my car in a Sears parking lot. Man, was that a drag.
Also, any idea where all our national guard soldiers are? We could really use them right now for the type of thing they signed up to do, like helping with national disasters. How come they weren't there to begin with?
Last Thursday I was in south Florida and sat outside while the eye of Hurricane Katrina passed over my head. It was only a Category 1 then, but it was pretty nasty. Eleven people died and, as of today, there were still homes without power. That night the weatherman said this storm was on its way to New Orleans. That was Thursday! Did anybody tell you? I know you didn't want to interrupt your vacation and I know how you don't like to get bad news. Plus, you had fundraisers to go to and mothers of dead soldiers to ignore and smear. You sure showed her!
I especially like how, the day after the hurricane, instead of flying to Louisiana, you flew to San Diego to party with your business peeps. Don't let people criticize you for this -- after all, the hurricane was over and what the heck could you do, put your finger in the dike?
And don't listen to those who, in the coming days, will reveal how you specifically reduced the Army Corps of Engineers' budget for New Orleans this summer for the third year in a row. You just tell them that even if you hadn't cut the money to fix those levees, there weren't going to be any Army engineers to fix them anyway because you had a much more important construction job for them -- BUILDING DEMOCRACY IN IRAQ!
On Day 3, when you finally left your vacation home, I have to say I was moved by how you had your Air Force One pilot descend from the clouds as you flew over New Orleans so you could catch a quick look of the disaster. Hey, I know you couldn't stop and grab a bullhorn and stand on some rubble and act like a commander in chief. Been there, done that.
There will be those who will try to politicize this tragedy and try to use it against you. Just have your people keep pointing that out. Respond to nothing. Even those pesky scientists who predicted this would happen because the water in the Gulf of Mexico is getting hotter and hotter making a storm like this inevitable. Ignore them and all their global warming Chicken Littles. There is nothing unusual about a hurricane that was so wide it would be like having one F-4 tornado that stretched from New York to Cleveland.
No, Mr. Bush, you just stay the course. It's not your fault that 30 percent of New Orleans lives in poverty or that tens of thousands had no transportation to get out of town. C'mon, they're black! I mean, it's not like this happened to Kennebunkport. Can you imagine leaving white people on their roofs for five days? Don't make me laugh! Race has nothing -- NOTHING -- to do with this!
You hang in there, Mr. Bush. Just try to find a few of our Army helicopters and send them there. Pretend the people of New Orleans and the Gulf Coast are near Tikrit.

About 40 percent of Mississippi's National Guard and 35 percent of Louisiana's -- a combined total of roughly 6,000 troops -- are unavailable to help out because they are currently in Iraq. The president's 35-minute Air Force One flyover of Louisiana, Mississippi, and Alabama was the perfect metaphor for his entire presidency: detached, disconnected, and disengaged. Preferring to take in America's suffering -- whether caused by the war in Iraq or Hurricane Katrina -- from a distance. In this case, 2,500 feet.
Apparently, the president "sat somberly on a couch on the left hand side of the presidential jumbo jet peering out the window" at the catastrophe below, joined at different times by White House staffers including Karl Rove and Scott McClellan. McClellan later quoted the president as saying, "It's devastating. It's got to be doubly devastating on the ground." Ya think?? Hey, here's an idea, Mr. President: maybe you should, y'know, get off the plane and see for yourself?
Instead, he jetted on to Washington for a brisk 9-minute Rose Garden speech designed to let us know that his administration was doing everything in its power to mitigate the looming PR disaster the flooding of New Orleans could create for the White House... Uh, I mean, everything in its power to aid the recovery.
The speech contained the usual Bush bonhomie (he's "confident" New Orleans "will be back on its feet, and America will be a stronger place for it"). But the most telling moment came when the president discussed the ways his administration was moving to help ease the suffering of profit-soaked oil companies impacted by the storm, pointing out that he had instructed Energy Secretary Sam Bodman to work with refineries to "alleviate any shortage through loans" and that the EPA had waived clean air standards for gasoline and diesel fuels in all 50 states. You could almost see him getting misty.
He also unleashed a torrent of facts and figures: "The Department of Transportation has provided more than 400 trucks to move 1,000 truckloads containing 5.4 million Meals Ready to Eat -- or MREs, 13.4 million liters of water, 10,400 tarps, 3.4 million pounds of ice, 144 generators, 20 containers of pre-positioned disaster supplies, 135,000 blankets and 11,000 cots." It was as if by piling so many disparate numbers so high he might be able to block out the two most significant numbers of all: the number of National Guardsmen unable to help out in Louisiana and Mississippi because they are deployed in Iraq, and the tens of millions of hurricane and flood-control dollars that never made it to Lake Pontchartrain because they had been diverted to Iraq.
The president's Rose Garden speech followed an all-hands-on-deck press briefing earlier in the day featuring Homeland Security Secretary Michael Chertoff and as many cabinet members and agency heads could be crammed around a podium, including Bodman of Energy, Mineta of Transportation, Johnson of the EPA, Leavitt of HHS, and McHale of DoD. It had the feel of the old circus bit where clown after clown after clown piles out of the impossibly small car.
And, like the president, Chertoff and company came armed with plenty of designed-to-obfuscate numbers. In one head-spinning riff, Chertoff rattled off info on "39 disaster medical assistance teams," "1,700 trailer trucks," "truckloads of water, ice, meals, medical supplies, generators, tents and tarpaulins," as well as the Coast Guard's "three national strike teams" and other "ships, boats and aircraft" that had "worked heroically for the last 48 hours, rescuing and assisting well more than 1,000 people who were in distress." But still no mention of those unavailable Guardsmen or the funds that were taken away from shoring up Lake Pontchartrain and shipped over to Iraq.
Those are the blood red elephants floating belly-up in the middle of this deadly disaster -- and the reason for the full-court PR press.
During his press briefing, Chertoff declared the aftermath of Katrina "an incident of national significance." It's clear from Bush and his team's actions how worried they are that, as the facts come out, it will become "an incident of political significance" as well.
Prayer and action for hurricane victims

During hurricanes, floods and other natural disasters, those who have the least to lose are often those who lose the most. Why?
First, the dwellings in which poor people live are not as sturdy, stable, or safe as others. "Shotgun" shacks, mobile homes, and poorly constructed apartment buildings don't do well in hurricane-force winds and tidal surges.
Second, the places where poor people live are also the most vulnerable. The rich often live at the tops of hills, the poor in the valleys and plains that are the first to flood. The living conditions in these neighborhoods are also usually the most dense and overcrowded.
Third, it is much harder for the poor to evacuate. They don't own cars, can't afford to rent them, and often can't even afford a tank of gas - especially at today's prices. They can't afford an airplane, train, or even bus ticket. And, as one low-income person told a New Orleans reporter, they have no place to go. People in poverty can't afford motel or hotel rooms, and often don't have friends or family in other places with space to spare. In New Orleans, there were many people who desperately wanted to leave but couldn't.
Fourth, low-income people are the least likely to have insurance on their homes and belongings, and the least likely to have health insurance. If jobs are lost because of natural disasters, theirs are the first to go. Poverty makes long-term recovery after a disaster more difficult - the communities that are the weakest to begin with usually recover the slowest. The lack of a living family income for most people in those communities leaves no reserve for emergencies.
New Orleans has a poverty rate of 28% - more than twice the national rate. Life is always hard for poor people - living on the edge is insecure and full of risk. Natural disasters make it worse. Yet even in normal times, poverty is hidden and not reported by the media. In times of disaster, there continues to be little coverage of the excessive impact on the poor. Devastated luxury homes and hotels, drifting yachts and battered casinos make far more compelling photographs.
The final irony of New Orleans is that the people who normally fill the Louisiana Superdome are those who can afford the high cost of tickets, parking, and concessions. Now its inhabitants are the poor, especially children, the elderly and the sick - those with nowhere else to go. Those with money are nowhere to be seen.
As the Gulf Coast now faces the long and difficult task of recovery, what can we do?
Louisiana Governor Kathleen Blanco declared Wednesday a day of prayer: "As we face the devastation wrought by Katrina, as we search for those in need, as we comfort those in pain and as we begin the long task of rebuilding, we turn to God for strength, hope and comfort." She urged residents in her state to ask "that God give us all the physical and spiritual strength to work through this crisis and rebuild."

Before 9/11 the Federal Emergency Management Agency listed the three most likely catastrophic disasters facing America: a terrorist attack on New York, a major earthquake in San Francisco and a hurricane strike on New Orleans. "The New Orleans hurricane scenario," The Houston Chronicle wrote in December 2001, "may be the deadliest of all." It described a potential catastrophe very much like the one now happening.
So why were New Orleans and the nation so unprepared? After 9/11, hard questions were deferred in the name of national unity, then buried under a thick coat of whitewash. This time, we need accountability.
First question: Why have aid and security taken so long to arrive? Katrina hit five days ago - and it was already clear by last Friday that Katrina could do immense damage along the Gulf Coast. Yet the response you'd expect from an advanced country never happened. Thousands of Americans are dead or dying, not because they refused to evacuate, but because they were too poor or too sick to get out without help - and help wasn't provided. Many have yet to receive any help at all.
There will and should be many questions about the response of state and local governments; in particular, couldn't they have done more to help the poor and sick escape? But the evidence points, above all, to a stunning lack of both preparation and urgency in the federal government's response.
Even military resources in the right place weren't ordered into action. "On Wednesday," said an editorial in The Sun Herald in Biloxi, Miss., "reporters listening to horrific stories of death and survival at the Biloxi Junior High School shelter looked north across Irish Hill Road and saw Air Force personnel playing basketball and performing calisthenics. Playing basketball and performing calisthenics!"
Maybe administration officials believed that the local National Guard could keep order and deliver relief. But many members of the National Guard and much of its equipment - including high-water vehicles - are in Iraq. "The National Guard needs that equipment back home to support the homeland security mission," a Louisiana Guard officer told reporters several weeks ago.
Second question: Why wasn't more preventive action taken? After 2003 the Army Corps of Engineers sharply slowed its flood-control work, including work on sinking levees. "The corps," an Editor and Publisher article says, citing a series of articles in The Times-Picayune in New Orleans, "never tried to hide the fact that the spending pressures of the war in Iraq, as well as homeland security - coming at the same time as federal tax cuts - was the reason for the strain."
In 2002 the corps' chief resigned, reportedly under threat of being fired, after he criticized the administration's proposed cuts in the corps' budget, including flood-control spending.
Third question: Did the Bush administration destroy FEMA's effectiveness? The administration has, by all accounts, treated the emergency management agency like an unwanted stepchild, leading to a mass exodus of experienced professionals.
Last year James Lee Witt, who won bipartisan praise for his leadership of the agency during the Clinton years, said at a Congressional hearing: "I am extremely concerned that the ability of our nation to prepare for and respond to disasters has been sharply eroded. I hear from emergency managers, local and state leaders, and first responders nearly every day that the FEMA they knew and worked well with has now disappeared."
I don't think this is a simple tale of incompetence. The reason the military wasn't rushed in to help along the Gulf Coast is, I believe, the same reason nothing was done to stop looting after the fall of Baghdad. Flood control was neglected for the same reason our troops in Iraq didn't get adequate armor.
At a fundamental level, I'd argue, our current leaders just aren't serious about some of the essential functions of government. They like waging war, but they don't like providing security, rescuing those in need or spending on preventive measures. And they never, ever ask for shared sacrifice.
Yesterday Mr. Bush made an utterly fantastic claim: that nobody expected the breach of the levees. In fact, there had been repeated warnings about exactly that risk.
So America, once famous for its can-do attitude, now has a can't-do government that makes excuses instead of doing its job. And while it makes those excuses, Americans are dying.

The National Public Radio news anchor was so excited I thought she'd piss on herself: the President of the United had flown his plane down to 1700 feet to get a better look at the flood damage! And there was a photo of our Commander-in-Chief taken looking out the window. He looked very serious and concerned.
That was yesterday. Today he played golf. No kidding.
I'm sure the people of New Orleans would have liked to show their appreciation for the official Presidential photo-strafing, but their surface-to-air missiles were wet.
There is nothing new under the sun. In 1927, a Republican President had his photo taken as the Mississippi rolled over New Orleans. Calvin Coolidge, "a little fat man with a notebook in his hand," promised to rebuild the state. He didn't. Instead, he left to play golf with Ken Lay or the Ken Lay railroad baron equivalent of his day.
In 1927, the Democratic Party had died and was awaiting burial. As depression approached, the coma-Dems, like Franklin Roosevelt, called for balancing the budget.
Then, as the waters rose, one politician finally said, roughly, "Screw this! They're lying! The President's lying! The rich fat cats that are drowning you will do it again and again and again. They lead you into imperialist wars for profit, they take away your schools and your hope and when you complain, they blame Blacks and Jews and immigrants. Then they push your kids under. I say, Kick'm in the ass and take your rightful share!"
Huey Long laid out a plan: a progressive income tax, real money for education, public works to rebuild Louisiana and America, an end to wars for empire, and an end to financial oligarchy. The waters receded, the anger did not, and Huey "Kingfish" Long was elected Governor of Louisiana in 1928.
At the time, Louisiana schools were free, but not the textbooks. Governor Long taxed Big Oil to pay for the books. Rockefeller's oil companies refused pay the textbook tax, so Long ordered the National Guard to seize Standard Oil's fields in the Delta.
Huey Long was called a "demagogue" and a "dictator." Of course. Because it was Huey Long who established the concept that a government of the people must protect the people, school, house, and feed them and give every man or woman a job who needs one.
Government, he said, "We The People," not plutocrats nor Halliburtons, must build bridges and levies to keep the waters from rising over our heads. All we had to do was share the nation's wealth we created as a nation. But that meant facing down what he called the "concentrations of monopoly power" to finance the needs of the public.
In other words, Huey Long founded the modern Democratic Party. Franklin Roosevelt and the party establishment, scared senseless of Long's ineluctable march to the White House, adopted his program, called it the New Deal, and later The New Frontier and the Great Society.
America and the party prospered.
America could use a Democratic Party again and there's a rumor it's alive -- somewhere.
And now is the moment, as it was in '27. As the bodies float in the streets of New Orleans, now is not the time for the Democrats to shirk and slink away, bleating they can't "politicize" this avoidable disaster.
Seventy-six years ago this week, Huey Long was shot down, assassinated at the age of 43. But the legacy of his combat remains, from Social Security to veterans' mortgage loans.
There is no such thing as a "natural" disaster. Hurricanes happen, but death comes from official neglect, from tax cuts for the rich that cut the heart out of public protection. The corpses in the street are victims of a class war in which only one side has a general.
Where is our Huey Long? America needs just one Kingfish to stand up and say that our nation must rid itself of the scarecrow with the idiot chuckle, who has left America broken and in danger while he plays tinker-toy Napoleon on other continents.
I realize that the middle of rising flood is a hell of a bad time to give Democrats swimming lessons; but it's act up now or we all go under.
A pedagogical note: As I travel around the USA, I'm just horrified at America's stubborn historical amnesia. Americans, as Sam Cooke said, don't know squat about history. We don't learn the names of a nation's capitol until the 82d Airborne lands there. And it doesn't count if you've watched a Ken Burns documentary on PBS.
I suggest starting with this: read "Huey Long" by the late historian Harry T. Williams. If you want to ease into it, get the Randy Newman album based on it (Good Old Boys) with the song, "Louisiana 1927." The Aftermath of Hurricane Katrina: A huge reason to Drive Out The Bush Regime!
Hurricane Katrina couldn't have been stopped -- but the severity of the crisis -- the chaos, the suffering, the death -- that should have been prevented. It's not just an accident or bad luck that black people and poor people in general have been hit the hardest. Reports of no food or water or hope for several days. Over 100,000 people were left in New Orleans. Most because they didn't have a car, gas or cash. There were no mass evaluation plans; although from at least last year, there was computer modeling which recommended evaluation for hurricanes of Category 1 or 2, let alone a 4 like Katrina. The New Orleans Times-Picayune reported in a series last year and with their presses underwater reported online: "No one can say they didn't see it coming ..."
An article on Spiegel online, August 31, 2005 by Sidney Blumenthal, "No One Can Say They Didn't See It Coming", raises how:
• The Bush Administration cut New Orleans flood control funding by 44%
• Bush administration supported policies of turning wetlands to developers. Four environmental groups conducted a study in 2004 which concluded that without wetlands protection New Orleans could be devastated by an "ordinary" hurricane.
• At the G-8 meeting this year in Scotland, Bush successfully stymied any common action on global warming. Scientists, meanwhile, have continued to accumulate impressive data on the rising temperature of the oceans, which has produced more severe hurricanes.
As we say in our statement:
As George W. Bush bullies his way through his second term, let it not be said that people in the United States silently acquiesced in the face of this shameful coronation of war, greed, and intolerance. He does not speak for us. He does not represent us. He does not act in our name.
No election, whether fair or fraudulent, can legitimize criminal wars on foreign countries, torture, the wholesale violation of human rights, and the end of science and reason...
We must change the political reality of this country by mobilizing the tens of millions who know in their heads and hearts that the Bush regime's "reality" is nothing but a nightmare for humanity. This will require creativity, mass actions and individual moments of courage. We must come together whenever we can, and we must act alone whenever we have to...
It is our responsibility to stop the Bush regime from carrying out this disastrous course. We believe history will judge us sharply should we fail to act decisively.
